[tsc][release] OpenDaylight - Argon release status

Hello All,

OpenDaylight Argon version bump is complete and the staging repository has been promoted. The 'stable/argon' branch has been unlocked and is ready for development.

Pending activities required to be completed for the release:
1. Self-managed projects to release artifacts for Argon.
2. Release Distribution once the 1. is complete.
3. Release notes - projects need to prepare release notes.
4. Update the ODL downloads page.

Thanks to everyone who contributed to the Argon release.

Thanks Anil. Since we don't have any self managed projects, we can skip steps 1 and 2, and use this 


for the downloads page. 

Release notes already done from what I can see here but somebody can correct me if anything is missing
