Thanh, great job in resolving this issue :-).
Looking at the Neon builds we already have 2 stable builds (37#, 38#) and we are 10 day's before GA (on the 7th of March).

Any object to starting a sign off process on one of these builds to ensure we have a buffer for last minute issues?

I think that was it. I proposed a patch to releng/builder https://git.opendaylight.org/gerrit/80587 to ensure that the extra-mvn-opts args are passed. The previous patch failed to ensure that the extra-mvn-opts options were migrated to the new scheme. Sorry about this the failure was caused by me. Once it's merged we can rerun the Neon job and see if it helped. I did a quick test to make sure the options are passed in now.

Looks like that was the answer.
