Yes - actually I was in favor of that alternative. However since it had already passed with only 2 lists instead of 3 or 4, I decided to skip that particular vote :). 

We can talk about it in the TSC meeting today if we want to create a smaller protocol list for active pure protocol plugins : BGP, NETCONF, OpenFlow & OVSDB. And probably SNMP, LISP & P4. Rest are either not active or not purely protocol plugins (i.e. include some app or service code as well). I have also attached a screenshot of the template in "edit" mode so you can see that there are instructions on how to complete the template.

There was a proposal to have kernel, app, protocol, and service mailing lists.  However, nobody voted for that.  :(
