[TSC] Committer self-promotions - INFO.yaml changes

Hello all,

The INFO.yaml CR's is now available for review under the Gerrit topic - "info-yaml" for the committer self-promotions.

There may be a few caveats in the INFO.yaml, such as missing TSC approval links (for project incubated during 2013) these projects approval links were not maintained on ODL wiki archives, and the PTL names added were taken from wiki-archives, which might need an update.

I'd request project PTL's/committers to review the CR, and modify/update the file as required.
