[release][TSC] Sodium EOL - purge jobs on releng/builder

Greetings all:
OpenDaylight Aluminium is released which makes Sodium support EOL official. The CR removes all the Sodium jobs from ODL releng/builder repo and infra:

PS note: 'stable/sodium' branch is already locked.
