Okay, so I have a pretty good idea as to what is going on with RESTCONF.

There actually are two problems based on comparison of current silicon
an current phosphorus -- both of which are failing in the same test
suite, but at different steps.

This has turned out to be a missed forward-port of a fix from Aluminium
and has now been resolved.
