finalizing the Lithium release plan

I would like to see the TSC vote on the final Lithium release plan at next week's TSC meeting (on Thursday, 11/6). The current draft is on the wiki here:

In order to close on this, we need to address any remaining concerns with the plan. Some original concerns have already been addressed [0] and others were covered in yesterday's TSC meeting [1] and are captured in the action items there.
Now is the time to bring up any unresolved concerns and drive a productive discussion over email this week.
