[OpenDaylight Discuss] Initial commit of distributions directories (Base, Virtualization, Service Provider)

Hi All,

Since LISP is a technology used both in the case of SP and virtualization, it would be great if we can add the LISP Flow Mapping under the Virtualization distribution as well as the Service Provider. Especially since the OVSDB is not included SP edition which is our default option for provisioning LISP tunnels in OVS. Can the community/TSC let us know if this is possible and what actions we will need to take to make this happen?

If another committer from integration could review it and submit it so it can be merged into master, that would help :)

P.S.  Currently I've commented out of Virtualization vtn and defense4all due to some issues 
that prevent their inclusion (their respective aliases have been informed, and the problems should be
easy for them to fix :) )

For the same reasons, defense4all is commented out of Service Provider (again, should be an easy fix).
