Thanks Robert. i'm adding the openflow plugin team to get their attention on this:

- openflowplugin needs the OFP committers to take over, because I
believe there are modeling issues around 'instruction' which need more
knowledge of OpenFlow than I can muster

We spent some time on this during the Kernel Projects' Call and it boils
down to https://jira.opendaylight.org/browse/MDSAL-547 . The patch has a
workaround applied in the meantime.
