We don't have a Jenkins job to generate release notes (autorelease-generate-release-notes-chlorine) at the moment - although it may be possible to borrow the one for Sulfur.
So I pushed a patch to update autorelease jobs: https://git.opendaylight.org/gerrit/c/releng/builder/+/104285

Once it's approved and merged, then we can generate the missing release notes. And also we need to remove the comment in 'release-notes/index.rst':
