I would recommend 5, but before applying the change, I would ask to

Reason is that some distributions may have some specificities. ( see
gerrit link).
Yes, we can keep separate jobs. But looks like we can reduce to a single job template that takes the distro as input. The distro input still isn't used today though so maybe we don't need that yet and should just make this a generic quagga build. WE can easily add the distro variant if needed.
