I don't know what that particular artifact is, but taking a look at some
of the failing merge jobs they're all failing because Nexus is rejecting
that artifact specifically with a 400 error. Something

I am finally able to get the netconf configuration details using yang-cli with LINC switch. I am able to get the data in the formatted xml at CLI.
