You can use: https://pypi.org/project/lftools/
and then use it like this:
lftools version bump BUMP_Y
lftools version release BUMP_Z
lftools version bump BUMP_Z

Yep this is the tool I would use.
To be clear though to bump Y you don't need to call release.
Bump by x.(y+1).0:
lftools version bump BUMP_Y
Bump by x.y.(z+1):
lftools version release BUMP_Z
lftools version bump BUMP_Z
