That looks like it could be it. Maybe something slightly different with how stein is working. I think this is the line that would make that setting: https://github.com/opendaylight/releng-builder/blob/master/jjb/integration/integration-deploy-openstack-run-test.sh#L837 Maybe create a job with some extra debugging around that step to try to figure out what's not working.
