If so I think I think it should be updated to download the gerrit patch vs branch HEAD.

It is downloading the Gerrit patch and working as you are expecting. The problem is the patch needs to be rebased to a version after the integration-distribution netvirt patch was merged. The reason is because the current version of the patch is still based on old autorelease repo state and is missing the submodule update for integration/distribution.

You can see this is the case because the error message is "Failure to find org.opendaylight.netvirt:netvirt-artifacts:pom:0.12.0" which is true because netvirt is no longer being built as part of autorelease. However integration-distribution is trying to pull it in because the job is pulling in the older version.

Once you rebase the patch 93319 it will be based on the latest autorelease repo which contains the netvirt submodule update.
