[app-dev] consistent bgpcep failures in csit

These are MRI Failures, that was discussed in the last BGPCEP Meeting.
I will check and create a ticket to track the same

Other bgpcep jobs have failures, but they seem to be sporadic. The above job is happening
every time so I'm guessing it's a legit bug (maybe blocker) or some problem in CSIT or
infra to get resolved.

I'm just looking ahead to the Aluminium release at this point and the healthier our CSIT,
the better.
