automated jobs creating gerrit reviews were failing

I don't think we realized the extent of our problem with automation failing to create
gerrit reviews because of a missing change-id.
We recently noticed we were not getting our patches to add/remove CSIT jobs to our
main list for each release, but didn't know why. Today, I finally got a new gerrit for
one and realized that the job to create those patches finally started working again.

I don't know what came in to fix it, or how long it was broken. I do know that other
jobs had the same problem for some time. I even vaguely remember an LF helpdesk
ticket about it.
all just fyi. this may have been a problem in other places as well and maybe not
noticed.

This was the ticket https://jira.linuxfoundation.org/servicedesk/customer/portal/2/IT-19935 and yes all of the jobs that pushed patches to Gerrit were broken due to older Git version getting installed in the CentOS builder VM images. Now that we are on a recent version again it is working now.
