[tsc][release] OpenDaylight - Chlorine SR1 release status

Hello All,

OpenDaylight Chlorine SR1 version bump is complete and the staging repository has been promoted. The 'stable/chlorine' branch has been unlocked and is ready for development.

Pending activities required to be completed for the release:
1. Self-managed projects to release artifacts for Chlorine SR1.
2. Release Distribution once the 1. is complete.
3. Release notes - with Chlorine the release notes are taken from Jira.
4. Update ODL downloads page.

Thanks to everyone who contributed to the Chlorine SR1 release.

Thanks Anil. As you know, there are no self managed projects anymore so at this point, distribution can be released. I’m not sure if Luis or Rangan can help with that. 
Anyhow, indeed thank you very much to the whole community for completing Chlorine SR1 in 2022 :)
