As per the TSC discussion, infrautils are almost ready.

I am waiting for jenkins int/dist to settle before staging/releasing
infrautils-1.8.0.

This has now been released. I will be sending out release notes later
today or early tomorrow.

infrautils has been removed from autorelease, and hence its
validate-autorelease jobs have been removed (thanks Thanh!)

The rest of the downstreams are verifying the bump-to-release patches
now. I will be merging them as they succeed.
