archiving affinity

This serves as the beginning of the two-week public comment period to archive the Affinity project. Full details of the reasons for archiving it can be found on the archive proposal here:

I've added the vote to formally archive it to the TSC agenda for the 6/9/16 meeting two weeks from today.
