Subject: [OpenDaylight TSC] archiving Plugin2OC

This serves as the beginning of the two-week public comment period to archive the Plugin2OC project. Full details of the reasons for archiving it can be found on the archive proposal here:

Unless the current project committers vote to have the project archived before then, the project will only be eligible for TSC-initiated archival after 18 months of inactivity on August 6th, 2016. I will schedule a vote on the subject after then.
