Just my 2 cents (not an official position unless agreed/voted on by the TSC):

I think we should allow & encourage project proposals to be sent - however I think it makes the most sense to not allow new projects join the Nitrogen release as it is a short two month cycle. They can of course get a project approved - get the tooling in place so that they can join in the Oxygen release.
