[Reminder] Date for Project Proposals

We kindly remind prospective teams of the latest date a project proposal can be sent to the project-proposals list and still have the required two week public comment period before its project creation review. Project proposals submitted after this date will not be able to become formal projects unless granted exception, as per the tentative Nitrogen Simultaneous Release Plan.

Just my 2 cents (not an official position unless agreed/voted on by the TSC): I think we should allow & encourage project proposals to be sent - however I think it makes the most sense to not allow new projects join the Nitrogen release as it is a short two month cycle. They can of course get a project approved - get the tooling in place so that they can join in the Oxygen release.
