The right entry point now is Incubation (which, again, is a bit academic
at this point, but the right start).

Can you identify the project primary contact as well (until the project
is mature enough to have an elected Project Lead we still need a single
authoritative point of contact)? It's not currently in our Project
Proposal template, but we are planning to add it.
