I'd be happy to see both of these go onto the TSC agenda for next week.

I would suggest however that while 'Primary Setup Contact' definitely belongs
in the Project Proposal (and thus in the Project Lifecycle), 'CI Resource(s)' is actually something related to joining
the Simultaneous Release and belongs in the Simultaneous Release Plan.

That's a good point. Another spot might be criteria for graduating to
mature or higher project.
