URGENT - New Lithium Project Proposal - Network Intent Compilation

All,
I have posted a new Offset 2 Lithium project proposal for an Intent Based NBI and Intent Composition project I had posted this to the New Projects page on Monday December 22nd so that it would have a full 2 week review prior to the Jan 8 TSC meeting. My gut reaction is the following: 1.) We've typically been pretty strict about allowing for two weeks or review before projects can have a creation review and I'd like to keep that. 2.) We explicitly allow the TSC to allow projects to join the simultaneous release for some reasonable period after M1 [0]. I'm not sure whether the TSC would allow it this time, but I'd tend to think that it wold be reasonable for an offset 2 project. 3.) You could start this as an ODLForge project if that works for you.
