[OpenDaylight TSC] Magnesium, reduce number of service releases to 2 or keep 3

  • Lack of resources: ODL doesn't have the number of contributors as it did in the past. So asking the community to work on a new major or a service release every month has proven to be very difficult . 
  • Interest: It seems that customers and community in general are only using one or two service releases, from what TSC and other community members have mentioned during our weekly meetings. ODL is stable enough at this point with not a lot of  new features, so customers only need one or two service releases with bug fixes and updated components to keep their network stable

Having two SR point is to adjust the schedule closer to what's really happening and what's needed. Meaning that if we have less releases, we probably won't need to delay the schedule every month. Proposal is to change this for Magnesium, but we can also change it for Aluminum, if community and customers really need 3 SR for Magnesium
