So the reason that particular patch has 'Submit including parents' grayed out is because at least these two in the stack:

are not approved. Can you submit https://git.opendaylight.org/gerrit/c/transportpce/+/96482/6 ?

If not, any member of the release team is allowed to submit patches, so if you give me a list I can do that for you while we work out the freeze.
