As a part of Brocade, we had committed some code for Callhome in netconf project few months back. As a part of the review, some utilities were identified to be a part of AAA service since these could be used generically across projects. Also, now we may need these utilities as a part of different effort in netconf project. 

These utilities basically provide conversion of Public and private keys to Strings and from Strings to public/private kay pairs. 

In an effort to appropriately place the code and have proper dependencies, i have restructured the code and made it a part of aaa-encryption service. 

Test code has also been committed for these.
