OVSDB: Adding CSIT for port reconciliation

Hi Jamo,
We ran into bug 8280 [1] during our downstream testing and it turned out to be a day one issue that slipped through the cracks. I’m working on a patch [2], but would be good to have a CSIT that verifies it and also helps catch any future breakages to it.

can you review my CSIT here [0]. I will clean it up, but at least the basic flow is there now. I saw it fail with a distro back on 4/24 (before the carbon fix was merged) and it passes on a distro built 4/27 (after the fix (56032) was merged) give it any comments you have, and I'll incorporate when I clean it up. Thanks for the quick turnaround on this. Looks good, though I would prefer these to go as part of a new 'Reconciliation' suite that covers all use cases than just this particular bug.
