Termination review for spectrometer

Thanh Ha <thanh.ha@...> #451 Hi Tom, It's the official process from the OpenDaylight TSC as documented by the link I provided for terminating a project. Either the project initiates it by voting and then asking for the project to be archived OR we just leave it and after 18 months the TSC can initiate it. If there's no objections I will just bring it up to the TSC myself since I am a committer of the project. Would it be possible to discuss more during the integration call? For example, I can check in the python code for scraping the projects tsc participation from irc logs.
