It's a good question and I'm not sure. The CLI tools should likely be part of the Beryllium release unless we think it's not useful. My logic is that the CLI tools are really for developers. Of course developers can use the release too, but often they will be using unreleased versions…
Independent of all that, I expect we should invest more in testing.
