[release] [Weather] Switching YANG Parser implementation on 2015-09-29

YANGTools, MD-SAL and Controller project will switch implementation of YANG Parser from legacy one (original parser developed in Hydrogen and Helium) for Extensible YANG Parser (developed in Lithium and Beryllium),we did hard to test and fix all issues in new parser, but some hiccups / small problems may occur.
New code is part of OpenDaylight development since Lithium and most of the code is located in /yang-parser-impl/src/main/java/org/opendaylight/yangtools/yang/parser/stmt
